  • O’NEILL & BORGES LLC, San Juan, P.R. 2017 – 2020
    Member, Corporate Department
    Advised the Financial Oversight and Management Board for Puerto Rico in connection with the restructuring of the Commonwealth of Puerto Rico.
    Joined O’Neill & Borges in 2017 as an associate and became a member in 2018.

  • OFFICE OF THE GOVERNOR, San Juan, P.R. 2013 – 2016
    Federal Affairs Advisor
    Managed the Government’s efforts in Washington during Puerto Rico’s debt crisis that ultimately led to the enactment by Congress of the Puerto Rico Oversight, Management, and Economic Stability Act (“PROMESA”). Liaised with the U.S. Government, particularly the U.S. Department of the Treasury throughout Puerto Rico’s insolvency crisis and debt restructuring attempts. Assisted with the preparation of Puerto Rico’s fiscal plans, which prescribed a series of structural reforms and debt sustainability measures. Steered an industrial development project to attract an aircraft maintenance, repair and overhaul operation (“MRO”) of a European company.
